PRESS CENTENR2012年(nian)作為“十二五(wu)”施行的(de)(de)(de)(de)第二年(nian),中(zhong)(zhong)(zhong)(zhong)國(guo)教育配備市(shi)場存在(zai)(zai)(zai)著(zhu)一方(fang)面(mian)消(xiao)費需(xu)求(qiu)(qiu)依(yi)然缺(que)乏(fa),增(zeng)(zeng)長(chang)(chang)缺(que)乏(fa)內(nei)在(zai)(zai)(zai)動力(li);另一方(fang)面(mian)CPI指(zhi)數(shu)不(bu)(bu)斷高位運轉,通貨(huo)收(shou)縮壓力(li)增(zeng)(zeng)大(da),處在(zai)(zai)(zai)一種兩難的(de)(de)(de)(de)狀(zhuang)態之中(zhong)(zhong)(zhong)(zhong)。中(zhong)(zhong)(zhong)(zhong)國(guo)經濟存在(zai)(zai)(zai)的(de)(de)(de)(de)內(nei)外失衡,其中(zhong)(zhong)(zhong)(zhong)內(nei)部失衡的(de)(de)(de)(de)主要表現是(shi)投資率(lv)過(guo)高、消(xiao)費率(lv)過(guo)低。過(guo)去30年(nian)中(zhong)(zhong)(zhong)(zhong)國(guo)的(de)(de)(de)(de)GDP不(bu)(bu)斷堅持(chi)著(zhu)10%左右的(de)(de)(de)(de)高速增(zeng)(zeng)長(chang)(chang),但(dan)是(shi)消(xiao)費需(xu)求(qiu)(qiu)缺(que)乏(fa),卻(que)使GDP增(zeng)(zeng)長(chang)(chang)缺(que)乏(fa)內(nei)在(zai)(zai)(zai)的(de)(de)(de)(de)動力(li)。政府采取出(chu)(chu)口(kou)導向政策(ce),用對外凈出(chu)(chu)口(kou)(出(chu)(chu)超)補償國(guo)內(nei)需(xu)求(qiu)(qiu)缺(que)乏(fa),維持(chi)了(le)較好(hao)的(de)(de)(de)(de)增(zeng)(zeng)長(chang)(chang)。但(dan)到2008年(nian)以(yi)(yi)(yi)后,由于全球金(jin)融危機,連續(xu)幾年(nian)出(chu)(chu)口(kou)受限,呈(cheng)現了(le)經濟下(xia)行的(de)(de)(de)(de)趨向。2009年(nian),我國(guo)用超強的(de)(de)(de)(de)擴張性貨(huo)幣政策(ce)把增(zeng)(zeng)長(chang)(chang)速度(du)又拉了(le)起來,但(dan)消(xiao)費需(xu)求(qiu)(qiu)缺(que)乏(fa)的(de)(de)(de)(de)問(wen)題仍未處理。特別是(shi)在(zai)(zai)(zai)全球金(jin)融危機發作以(yi)(yi)(yi)后,美國(guo)的(de)(de)(de)(de)居民儲蓄(xu)率(lv)進步了(le)3-4個百分點(dian),相形(xing)之下(xia),我們依(yi)托凈出(chu)(chu)口(kou)維持(chi)高速增(zeng)(zeng)長(chang)(chang)方(fang)式的(de)(de)(de)(de)問(wen)題顯得更為突出(chu)(chu)。面(mian)對復雜的(de)(de)(de)(de)國(guo)際經濟形(xing)勢和(he)國(guo)內(nei)經濟運轉中(zhong)(zhong)(zhong)(zhong)的(de)(de)(de)(de)深層(ceng)次矛(mao)盾,我們必需(xu)處置好(hao)變(bian)革、開展、穩(wen)(wen)定(ding)三者之間(jian)的(de)(de)(de)(de)關系(xi),以(yi)(yi)(yi)變(bian)革來推進開展,以(yi)(yi)(yi)穩(wen)(wen)定(ding)來保證變(bian)革,以(yi)(yi)(yi)開展來提升穩(wen)(wen)定(ding)。因而,當(dang)前(qian)“穩(wen)(wen)中(zhong)(zhong)(zhong)(zhong)求(qiu)(qiu)進”宏觀調(diao)控的(de)(de)(de)(de)根本框架應(ying)是(shi)既要著(zhu)力(li)堅持(chi)經濟的(de)(de)(de)(de)穩(wen)(wen)定(ding)快(kuai)速開展,又要著(zhu)力(li)推進產業構(gou)造調(diao)整和(he)經濟開展方(fang)式轉變(bian)。
2012年(nian)十(shi)(shi)八大召開,各種跡象標(biao)明將來一年(nian)的(de)經(jing)(jing)濟(ji)政(zheng)策調(diao)整方(fang)向:總體緊縮且(qie)靈敏穩健,完成開展(zhan)方(fang)式轉型。“十(shi)(shi)二五規劃”在這一點上很明白提(ti)出(chu)了加快經(jing)(jing)濟(ji)開展(zhan)方(fang)式的(de)轉變(bian)是“十(shi)(shi)二五”的(de)主(zhu)(zhu)線。為什么(me)轉變(bian)經(jing)(jing)濟(ji)增長方(fang)式或者轉變(bian)經(jing)(jing)濟(ji)開展(zhan)方(fang)式的(de)任務,被重復提(ti)出(chu)了30多年(nian),到(dao)如今還是沒有完成?這是由于(yu)轉變(bian)遇到(dao)了體制問題。總體來說粗放(fang)開展(zhan)是源(yuan)于(yu)政(zheng)府主(zhu)(zhu)導的(de)開展(zhan)方(fang)式。
關于(yu)電(dian)子商務行(xing)(xing)業(ye)的(de)(de)(de)(de)(de)(de)(de)(de)(de)小企業(ye)來說。由于(yu)小企業(ye)是(shi)(shi)創新的(de)(de)(de)(de)(de)(de)(de)(de)(de)主(zhu)要(yao)(yao)來源,它(ta)們的(de)(de)(de)(de)(de)(de)(de)(de)(de)融(rong)資難(nan)等(deng)運營環境問題,是(shi)(shi)轉(zhuan)變(bian)(bian)經(jing)(jing)濟(ji)(ji)開展(zhan)(zhan)方(fang)式(shi)必(bi)需處理的(de)(de)(de)(de)(de)(de)(de)(de)(de)一(yi)個(ge)(ge)(ge)關鍵(jian)性問題。在(zai)(zai)目(mu)前的(de)(de)(de)(de)(de)(de)(de)(de)(de)銀行(xing)(xing)體(ti)制和(he)(he)監管形(xing)勢下(xia)(xia),小企業(ye)融(rong)資難(nan)的(de)(de)(de)(de)(de)(de)(de)(de)(de)問題變(bian)(bian)得(de)越來越鋒利(li)(li)(li)。即使在(zai)(zai)大量(liang)注入(ru)信貸(dai)、擴(kuo)需求保增(zeng)長(chang)的(de)(de)(de)(de)(de)(de)(de)(de)(de)時分,小企業(ye)依(yi)然難(nan)以取(qu)得(de)貸(dai)款。 總之,目(mu)前我(wo)(wo)國(guo)(guo)經(jing)(jing)濟(ji)(ji)開展(zhan)(zhan)面臨一(yi)系(xi)列棘手的(de)(de)(de)(de)(de)(de)(de)(de)(de)問題需求處理。從基本上(shang)說,處理這些(xie)問題的(de)(de)(de)(de)(de)(de)(de)(de)(de)關鍵(jian)是(shi)(shi)樹立(li)一(yi)個(ge)(ge)(ge)在(zai)(zai)法治根(gen)底上(shang)的(de)(de)(de)(de)(de)(de)(de)(de)(de)公平競爭的(de)(de)(de)(de)(de)(de)(de)(de)(de)市場,促進(jin)創新創業(ye)潛能(neng)的(de)(de)(de)(de)(de)(de)(de)(de)(de)發揮(hui)和(he)(he)各行(xing)(xing)各業(ye)的(de)(de)(de)(de)(de)(de)(de)(de)(de)蓬勃開展(zhan)(zhan)。而(er)一(yi)切變(bian)(bian)革(ge)的(de)(de)(de)(de)(de)(de)(de)(de)(de)關鍵(jian)其(qi)實都在(zai)(zai)于(yu)政(zheng)府本身(shen)的(de)(de)(de)(de)(de)(de)(de)(de)(de)變(bian)(bian)革(ge),換言之,政(zheng)府本身(shen)的(de)(de)(de)(de)(de)(de)(de)(de)(de)變(bian)(bian)革(ge)是(shi)(shi)加(jia)(jia)(jia)快經(jing)(jing)濟(ji)(ji)開展(zhan)(zhan)方(fang)式(shi)轉(zhuan)變(bian)(bian)的(de)(de)(de)(de)(de)(de)(de)(de)(de)關鍵(jian)中(zhong)的(de)(de)(de)(de)(de)(de)(de)(de)(de)關鍵(jian)。由于(yu)政(zheng)府變(bian)(bian)革(ge)會(hui)觸及到(dao)(dao)政(zheng)府工(gong)作人(ren)員本人(ren)的(de)(de)(de)(de)(de)(de)(de)(de)(de)權(quan)利(li)(li)(li)和(he)(he)利(li)(li)(li)益(yi),所(suo)以容易(yi)構成“光(guang)說不(bu)(bu)(bu)練”、不(bu)(bu)(bu)能(neng)推進(jin)的(de)(de)(de)(de)(de)(de)(de)(de)(de)頑疾。國(guo)(guo)務院指導人(ren)在(zai)(zai)屢次政(zheng)府工(gong)作報告中(zhong)一(yi)再(zai)強調,政(zheng)府管了(le)許多(duo)(duo)不(bu)(bu)(bu)該管也管不(bu)(bu)(bu)好的(de)(de)(de)(de)(de)(de)(de)(de)(de)事情,許多(duo)(duo)應該管的(de)(de)(de)(de)(de)(de)(de)(de)(de)事情又沒有(you)管或沒有(you)管好。政(zheng)府應該下(xia)(xia)定決計(ji)停(ting)止自我(wo)(wo)反動,做(zuo)到(dao)(dao)有(you)所(suo)為(wei)和(he)(he)有(you)所(suo)不(bu)(bu)(bu)為(wei)。我(wo)(wo)們一(yi)定要(yao)(yao)蘇醒(xing)地認識到(dao)(dao),依(yi)據過(guo)去(qu)30年的(de)(de)(de)(de)(de)(de)(de)(de)(de)經(jing)(jing)歷,變(bian)(bian)革(ge)勢必(bi)會(hui)遇到(dao)(dao)種(zhong)種(zhong)阻(zu)力和(he)(he)障(zhang)礙(ai)。其(qi)中(zhong)最主(zhu)要(yao)(yao)的(de)(de)(de)(de)(de)(de)(de)(de)(de)阻(zu)力和(he)(he)障(zhang)礙(ai),一(yi)個(ge)(ge)(ge)是(shi)(shi)來自所(suo)謂“特殊既得(de)利(li)(li)(li)益(yi)”;另一(yi)個(ge)(ge)(ge)是(shi)(shi)來自舊的(de)(de)(de)(de)(de)(de)(de)(de)(de)認識形(xing)態。所(suo)以全面的(de)(de)(de)(de)(de)(de)(de)(de)(de)變(bian)(bian)革(ge)不(bu)(bu)(bu)但要(yao)(yao)有(you)頂層設(she)計(ji)和(he)(he)詳細的(de)(de)(de)(de)(de)(de)(de)(de)(de)施(shi)行(xing)(xing)計(ji)劃,還要(yao)(yao)有(you)去(qu)除各種(zhong)阻(zu)力障(zhang)礙(ai)的(de)(de)(de)(de)(de)(de)(de)(de)(de)決計(ji)和(he)(he)令行(xing)(xing)制止的(de)(de)(de)(de)(de)(de)(de)(de)(de)執行(xing)(xing)力,這樣才有(you)可能(neng)獲得(de)勝利(li)(li)(li)。 2012年,在(zai)(zai)中(zhong)央(yang)“十二(er)五(wu)”規劃《倡議》指導下(xia)(xia),我(wo)(wo)國(guo)(guo)將進(jin)一(yi)步加(jia)(jia)(jia)快開展(zhan)(zhan)方(fang)式(shi)轉(zhuan)變(bian)(bian),推進(jin)經(jing)(jing)濟(ji)(ji)構造戰略性調整(zheng),經(jing)(jing)濟(ji)(ji)開展(zhan)(zhan)面臨諸多(duo)(duo)有(you)利(li)(li)(li)條件(jian),中(zhong)國(guo)(guo)經(jing)(jing)濟(ji)(ji)在(zai)(zai)2012年全年在(zai)(zai)政(zheng)策利(li)(li)(li)導下(xia)(xia)呈現增(zeng)長(chang)勢頭。全球經(jing)(jing)濟(ji)(ji)增(zeng)長(chang)同步恢復(fu)加(jia)(jia)(jia)速,將支(zhi)持中(zhong)國(guo)(guo)的(de)(de)(de)(de)(de)(de)(de)(de)(de)出口行(xing)(xing)業(ye)。受勞動力市場改善和(he)(he)工(gong)資恰(qia)當增(zeng)加(jia)(jia)(jia)的(de)(de)(de)(de)(de)(de)(de)(de)(de)支(zhi)持,國(guo)(guo)內消費可能(neng)堅持穩步上(shang)升(sheng)趨向。這無疑(yi)為(wei)中(zhong)國(guo)(guo)經(jing)(jing)濟(ji)(ji)注入(ru)了(le)強心劑。

2012年(nian)啟動(dong)布置一(yi)切教學(xue)(xue)點的設(she)備(bei)采購(gou)與配置,并(bing)力爭于2013年(nian)3月前東部(bu)(bu)地(di)域全部(bu)(bu)教學(xue)(xue)點、中(zhong)西部(bu)(bu)地(di)域70%教學(xue)(xue)點設(she)備(bei)裝置到位,為2013年(nian)春季(ji)開(kai)(kai)學(xue)(xue)運用做(zuo)好(hao)準(zhun)備(bei)。2013年(nian)春季(ji)開(kai)(kai)學(xue)(xue)后,各地(di)要(yao)(yao)組織各教學(xue)(xue)點逐漸應用觸控設(she)備(bei)與資(zi)源展開(kai)(kai)教學(xue)(xue)。2013年(nian)年(nian)底前要(yao)(yao)完(wan)成全國一(yi)切教學(xue)(xue)點建立任務。 此外,充沛(pei)應用優質資(zi)源和先進技(ji)術,創新運轉機制和管理(li)形式,培育(yu)(yu)現(xian)代化(hua)的高科(ke)技(ji)人(ren)(ren)才,已成為教育(yu)(yu)人(ren)(ren)共識(shi)。在此背景下“新教育(yu)(yu)配備(bei)”、“專業細分化(hua)”、“智能化(hua)”曾經成為如今教育(yu)(yu)配備(bei)行業新的需求點和開(kai)(kai)展方向。
